Lieutenant Thad Feltner

Lt. Feltner has been an officer since 2000. He began his career with the Hurricane Police Department and transferred to St George in 2004. He started in Patrol where he took part in the field training program and was on the Bike Patrol Unit. Lt. Feltner supervised the Washington County Drug/Gang Task Force for 2 years. He served as an assistant team leader on the SWAT Team for 5 years. Lt. Feltner is a firearms instructor and has been since 2002. He has been a part of Community Action Teams and has been involved extensively working with the citizens in bringing positive change to the community.

Lt. Hartman began his law enforcement career working for the Iron County jail in 1995. In 1997 he went to work for the Washington County Sheriff’s Office. He has been with the St. George Police Department since January of 1999. He has worked as a patrol officer, bike patrol officer, gang detective, school resource officer, and is currently a Patrol Watch Commander. He is also a defensive tactics instructor; and the swat team leader.

Sergeant Rick Goulding

Sergeant Goulding has worked with the St George Police Department since 2004. He worked patrol where he was part of the field training program. Rick has worked as a bicycle patrol officer and now works as a patrol sargeant. He is also a Sniper on the SWAT team and a fitness instructor.

Sergeant Craig Harding

Sgt. Harding began work for St. George City in 1981 and for the police department in 1981. Among his assignments during this time are as a patrol officer, a detective in the drug and alcohol division, a patrol sergeant and a school resource officer. He has also served on the SWAT team. Sgt. Harding received the Purple Heart award for a life threatening injury he received while on duty and also the Meritorious Service award for many years of dedicated service to the citizens of St. George.

Sergeant Tyler Cowan

Sgt. Cowan currently serves as a Patrol Sergeant. He started his law enforcement career in 1992 in the Patrol Division as a patrol officer. Other assignments include: Field Training Officer, Motorcycle Officer and Supervisor, Gang Officer, and was one of the original four officers that started the Bicycle Unit in 1997. Sgt. Cowan is a Firearms Instructor for the police department and the Police Academy, Taser Instructor, and is on the SWAT team. He serves in the Utah Army National Guard’s 2/222 FA (Triple Deuce) and was deployed for Operation Noble Eagle and Iraqi Freedom.

Sergeant Spencer Holmes

Sergeant Holmes has been an employee of the St. George Police Dept since 2005. He is a department fitness instructor and a POST instructor for the police academy. Sgt. Holmes was on the Bike Patrol Unit for 3.5 years. He is a CIT Officer and is on the Critical Incident Stress Management Team. Sgt. Holmes is a member of the SGPD SWAT Team. He is the Sgt. over the CAT 1/3 area.
